As recent data from the Fiber to the Home Council shows, countries with higher rates of fiber access tend to be highly dense, where a "fiber to the basement" approach is feasible. Japan is the exception. Generally speaking, fiber to the home penetration is high in countries with high density, though other factors, such as government financial support and regulatory framework, also play an important role.
