But that's what people told researchers when number portability came in the U.S. market as well. While one has to be careful about inferring too much from experience in other markets, there is a fair to good chance not much incremental churn is going to happen. People often say they will do this or that. Sometimes there is a huge discrepancy between what they say they will do, and what they actually do. This is probably one of those cases.
